The study emphasizes that climate change is intensifying droughts across the continent, with unprecedented heat acting as the primary catalyst, surpassing the influence of seasonal rainfall deficits. European countries are now experiencing critically low river levels, widespread water restrictions, and destructive wildfires following a historic heatwave in June. The data reveals that an increase in global temperatures significantly speeds up the evaporation of moisture from land and water bodies, resulting in a highly unstable and arid environment. Even with below-average spring rainfall, it was the temperature spikes driven by climate change that worsened the drought to a crisis level.

The World Weather Attribution group released a report detailing how rising temperatures are actively depleting natural water reserves. Mariam Zachariah from Imperial College London pointed out that the drought is not primarily caused by low rainfall but by a warmer atmosphere increasing moisture deficits on land. This means that even regions with relatively stable rainfall patterns face a rising risk of drought. Scientists explain that for each one-degree Celsius increase in temperature, the atmosphere can hold about seven percent more water vapor, which in turn leads to greater evaporation from soil and vegetation across wide areas.
Using extensive weather data and sophisticated climate models to compare today’s hotter environment with a scenario 1.4 degrees Celsius cooler, researchers determined that soils in western Europe are now five times more likely to be extremely dry due to human-induced warming. In eastern Europe, the likelihood of these soil moisture deficits has increased by a factor of 11. The study also found that the high evaporative demand observed between April and June in western Europe was approximately 80 times more probable. Consequently, rainfall shortages that previously might not have triggered severe drought are now resulting in much drier soils.
Calls for Immediate Global Emissions Reductions Grow Urgent
Dominik Schumacher from ETH Zurich stressed that the tendency for soils to dry out prematurely is already evident during spring, well before summer’s arrival. He explained that as temperatures rise, the atmosphere’s capacity to absorb moisture rapidly increases, drawing vital water from rivers, lakes, reservoirs, and the soil. The combination of a relatively wet start to the year and extreme heat created highly conducive conditions for large wildfires, with the land drying out quickly and becoming more susceptible to ignition, which contributed to severe fires across multiple nations. The findings reinforce that climate change is exacerbating droughts in Europe and shifting traditional weather patterns into highly dangerous and unpredictable cycles.
The agricultural sector is under extraordinary pressure due to the extensive loss of essential soil moisture, with drought conditions forcing farmers into unprecedented challenges, resulting in historic crop failures across borders. France, for instance, is projected to record its lowest maize harvest in 50 years, signaling a serious disruption to regional food supplies. Simultaneously, Romania has seen over one million hectares of maize lost, further threatening the stability of the agricultural supply chain. These domestic shortages, combined with ongoing international conflicts, risk driving up food prices and disproportionately impacting low-income populations.
Projections Indicate Warming Will Persist and Intensify
The impacts on water resources are intensifying, with unusually low river flows disrupting vital cargo transportation networks. Major shipping corridors are experiencing increasing disruptions as water scarcity worsens, which directly threatens energy production in regions relying heavily on hydropower. According to data from the Copernicus Climate Change Service, June was the hottest on record in western Europe. Many countries are already enacting emergency restrictions or temporary bans on non-essential water use to conserve dwindling supplies.
The scientific community warns that if global temperatures continue rising, drought conditions like those currently experienced could become even more frequent. Experts highlight that these extreme evaporative conditions are occurring at 1.4 degrees Celsius of warming, underscoring the urgent need for emission reductions. If global temperatures increase to 2.8 degrees Celsius as projected, the likelihood of such drought-inducing conditions could double. Without swift and decisive efforts to cut emissions, scientists warn Europe faces a future marked by persistently hot, dry summers that threaten both ecological stability and societal resilience.
